Overview
The Lockwood Project embraces the President’s vision to utilize abundant alternative U.S. fuel sources. It will be fueled by 95% petroleum coke and 5% flux.

Using innovative gasification systems, the plant will transform the petroleum by-product, pet coke, into clean electric power for schools, hospitals and civic uses in Fort Bend and surrounding areas.

The gasification process breaks down the fuel into elemental forms that are separated from the gas and sold independently. Clean, low cost electricity enters the power grid, while CO2 is pumped safely underground in nearby gas and oil production fields.

The project will utilize one of two proprietary gasification processes, which have been in successful operation for over ten years, are approved by the Department of Energy (DOE) and eligible for DOE funding.

This concept is beyond what any power provider is currently offering. Lockwood Road will be the first commercial power plant to utilize an industrial by-product to generate electricity for the general public. Some refineries and chemical companies already use this process for their own benefit.


Benefits To Fort Bend County
“The Lockwood plant will be a significant economic asset to the Fort Bend community, once it’s fully operational,” says Jeffrey C. Wiley, President of the Greater Fort Bend Economic Development Council. “It promises to bring savings and energy price stability to Fort Bend County local governmental entities, become one of Fort Bend County’s top commercial taxpayers, and deliver needed additional energy to our area using new technology that significantly reduces emissions – which is vital to the Houston region.”

The Lockwood plant is also a significant job creator for the Fort Bend community and is expected to create over 1,200 new construction jobs while under development and 150 permanent jobs for Texas,” says R.C. Brown, Chairman of the Texas Energy Center located in Sugar Land, Texas. “This project is crafted with Texas in mind and realizes a key tenet of the Texas Energy Center, to develop new technology applications that meet the energy challenges of tomorrow and continue the long tradition of Texas leading the way in energy innovation.”

Fort Bend County will be a premier beneficiary of this project. It will be the only county in the United States that will be able to offer a major company, considering expansion or relocation, inexpensive and predictable electricity prices.

This enables the county to attract and entice investment in the county with an incentive that no other community in Texas or the U.S. can offer for at least 3-5 years, assuming that a competitor can duplicate the Hunton Energy model.


Site
The Lockwood Project is located in Fort Bend County on 200 acres adjacent to the W.A. Parish and Brazos Valley Plants. The site is ideal for a plant of this type, having access to electrical transmission, natural gas, water and rail.




Plant Design

Stage 1: 600Mw IGCC plant
Stage 2: Additional 600Mw

Power Islands will consist of four gas and two steam turbines, with a total output of 1220 Mw net, after parasitic load.


Emissions Permitting
Lockwood’s emissions profile will exceed all current regulatory requirements. It will use the lowest achievable emissions rate in order to facilitate the permitting process, which should result in a favorable reception from the permitting agencies. Additionally, the plant will sequester 10-15% of the CO2.
